How could there be?
A shell script is nothing but text. It has to be run using a shell from some context.
FastScripts (and the Apple AppleScript menu) can run shell scripts natively (in addition to AppleScripts).
Platypus will let you create an app out of a shell script.

Your options are pretty limited.
