Hey Dan,

No.

If you want pixel or image recognition then you'll need a tool like Keyboard Maestro.

As far as I know there's no utility these days that can watch the screen for text.

In Safari you can use AppleScript to produce the text of a page and parse that, but I wouldn't want to have an agent sitting and constantly reading the page.
