No; I was (we were?) referring to identifiers used within libraries. As in:
use script "UpperFoo" -- compiled containing Foo
use script "LowerFoo" -- compiled containing foo
set Foo to 5
and:
use script "LowerFoo" -- compiled containing foo
use script "UpperFoo" -- compiled containing Foo
set foo to 5
