That depends on how charitable you're feeling. Someone ought to log a bug on it, though -- if a library is available, it should be listed. Getting access to library terminology is still hopefully a work in progress; it's fiddly at best at present.
If I had to speculate, it wouldn't surprise me if the situation with Apple Configurator was the catalyst for the additional library search location being added to 10.11. What you see using File -> Open Dictionary... is essentially AppleScript's 'choose application' dialog, and it looks like that wasn't updated, either because of timing or it was simply overlooked.
