Hi Ed,
I'm going to go out on a limb and make some of shot-in-the-dark guesses here. First, you are apparently running an Automator process, since that's what would cause the spinning gear. Second, your process may be a folder action, which would never stop running and, thus, would keep the gear going.
If the process is NOT a folder action, I suspect you've got *something* going on that is keeping the workflow alive. Perhaps a hidden, undismissed dialog box? Find what it is, and your problem will be solved.
To kill the gear by brute force, I believe you can quit the Automator Runner application using Activity Monitor.
