Even simpler, or at least less dramatic: quit Script Monitor, which you can do with the script 'quit "ScriptMonitor"'. (Or kill it from Activity Monitor.) If the script is most sincerely dead, then it will not reappear the next time Script Monitor launches.
And yes, that does sound like a bug, so thank you for the report.
