It’s not. Even if I were to accept it is how you want it to work, or how you think it should work, the samples posted (and what I see when I run scripts) clearly demonstrate a change in Yosemite. The previous behavior was not only consistent with most of the rest of AppleScript…it is the way “activate” worked for many years.
