Nope, checked the CoreServices in your suggestion, no 'Printer Setup Utility’ there.
Only ‘AddPrinter.app’.
If you’ve got it there, I’d suggest someone added it to ‘CoreServices’.
Besides that, I’ve worked out, using CUPS, how to select the default printer, but the print dialog box on GraphicConverter freezes, and Thorsten Lemke assures me it’s Apples Cocoa to blame.

Then, you're looking in the wrong place. In Yosemite and earlier OSs, it's at:
/System/Library/CoreServices/
