Indeed, EXPUNGE is an IMAP command. ;-)

You could try with "synchronize with …", but I wouldn’t swear it forces Mail.app to systematically send an EXPUNGE command to the server.
On the other hand, I am almost sure that Mail.app always sends such a command when quitting.
