That depends on what and who is triggering it. Do all users need access or just one? Is the user triggering it or some other process? I keep all my scripts in the standard ~/Library/Scripts folder hierarchy (with an alias for it in my home folder for faster access).

I'm the only user. I want to trigger the apple scripts from the desktop,
terminal or within any application. It would be universal access as
outlined below.
I'm a blind user, using voiceover to access the screen and perform many
other functions by speech output.
Voiceover has "commanders" which among many other functions allows one to
trigger applications and apple scripts or wworkflows. They are assigned
to a key combination and/or trackpad gesture or voice command.
Thus I need to know where to put the scripts so there is universal access
to them. I use os10.10, does it have a default folder for apple scripts?
Som existing "commanders" assignments already point to apple scripts that
come with the os such as one called "TimeOfDay" which speaks the date and
time with a key combination.
