In Xcode Help, stringByAddingPercentEncodingWithAllowedCharacters is described as a method "Working with URLs" but it may be used to fit other requirements.
Here it seems that  2551phil wanted a way to "distribute" the text version of scripts in a media disliking characters like space, tab, double quotes. As linebreaks are replaced by I guess that the destination belongs to Windows universe.
