The purpose of the encoding is to be able to post AppleScripts in web pages with a MacScripter like ‘Open in Your Script Editor’ link.

This is achieved by percent encoding the script, and wrapping it in 

[url="" href="applescript://com.apple.scripteditor?action="" class="">applescript://com.apple.scripteditor?action=""><percent encoded script>]Open in Script Editor[/url]
