That's been standard OS X behavior for many apps for a long time now. The logic is this: If you're launching or foregrounding an app, you probably want to do something with it. And doc-based apps aren't much good without documents, so why not offer to open or create a new document without forcing the user to do it manually? Sure, there are other things you can do in SE besides work on a document (look at a dictionary, um, that's about it), but it's the much more rare case. So what are *you* trying to do in SE that doesn't involve a document?
