Bill,

I am currently running Sierra and while I can't see anything in the browser of
UI Browser I am still able to investigate using the screen reader. I also
notice that some of the third-party extra menu items use menubar 1 while others
use menubar 2. Bill Is it possible that it maybe related to whether they have a
regular app also associated with them?

I was up until last week running El Capitan and remember there being some
applets also using menubar 2. Although, I am also noticing, as you pointed out,
that there seems to be a parent-child mismatch with the menu extra items that
use menubar 1.
