No, it didn't.

Latest.

What language is your system using?

English.

But it works for other items.

tell application process "Skim"
tell menu bar 1
tell menu bar item "File"
tell menu 1
tell menu item "New From Clipboard"
perform action "AXPress"

Works fine.
