Automator can create and send an email via Mail.app.  If you save the Automator
workflow as an application, you can run it using AppleScript’s run command.

(I resorted to saving workflows as applications because I couldn’t figure out
how to get ‘tell app “Automator” to execute foo.workflow’  to work in Mojave.)
