Declaring Properties (inside or outside of script <appName>AppDelegate)

As I experiment around with ASOC, I'm able to follow the lead on the few tutorials and sample projects that most everybody here started with (macosxautomation.com, Craig Williams' stuff at macscripter.net, etc...) and expand on them (or borrow ideas).
I think part of what's throwing me off is looking at the "Part Two" tableView example, for instance, and finding some properties being declared outside of the main script AppDelegate, and others being declared inside the script object. I look it over and tend to think that the NS Object classes (of which we'll be obtaining an instance) are declared outside, and the IB objects are declared inside, but I don't know if that's required, or just the author's choice.
