Thanks to Dave, Shane, Chris, and Alex for their comments on this issue. I've tried several approaches working with all your suggestions, but I still don't have it resolved.
I have other instances where it is working correctly in the same master calling program. It is successfully calling both applescript written apps and xcode written apps. I had compared this broken one with other calling instances before I posted here, and everything looked like it should work. I'm going to do a deeper analysis, and will post whatever I find.
