REview copies of software,how does your MUG handle?

This comes up periodically but it has again become a question, issue in our MUG.

We have a member, a board member, for sure, who, on his own initiative but in the MUG's name, wrote to companies for review copies of software.. He published excellent reviews in our newsletter, but he has kept all the software. He feels he earned it by virtue of writing the review.
He can use the software in his work and which he might not be able to afford if he had to purchase.

In past years, in our MUG we would not let a reviewer keep a review copy but, with the software company's O.K we would use the item for a raffle prize. We would give the reviewer 5or 10 free raffle tickets.
If we received software outright from a company for raffle , the raffle winner had to sign an agreement to give us a review within x number of months.

We are taking a new look at our policies.
How do you handle review copies in your clubs.

I will be interested in your thoughts.
