In our user group, as long as I've known about it, the reviewer kept
the software. However, the software was not obtained on the reviewer's
sole initiative -- software was sent to a central person who doled it
out to those promising reviews. We don't get much software for review
these days, though, as nearly as I can tell.
I've written a couple of reviews, and keeping the software was one of
the definite spurs to actually writing the review.
