To put things into perspective on this free vs fee issue,
I found this contribution on Saturday's issue of
Macintouch. It follows below.

Another reader shared a story that may shed some light on Apple's
sudden switch to charging for iTools access:
At the Apple World Wide Developers Conference (WWDC) this past April,
I had the chance to share lunch with a couple of guys who do admin for
the iTools site. I learned that the "free" service had been under
attack for a while from the warez community. The free accounts were
being gobbled up by the hundreds and thousands at a time, and
then used to store pirated software, movies, and the like. The Apple
guys were constantly struggling to find the bogus accounts, close them
out, and keep the lines open to the legitimate users.
I also know that bandwidth (like the kind that Apple uses) can be very
expensive. An IT guy I knew at the University of Maryland once told me
that their bill for just the *bandwidth* to the internet (not including
the on-campus bandwidth or cost of any of the hardware in the system)
exceeded $500,000 per year (1999), and had been growing at a 75-100%
annual rate with no end in sight. When you combine these two tidbits of
information, it is easy to see where the recently imposed bandwidth
restrictions and need to charge for the service arose from. [...]
