Just a comment. My organization used to put out bid requests for
Wintel machines and the university units were required to purchase
from the low bidder. I was responsible for computing in my unit
and the machines we received from the winners of this bidding
process were pretty much like the first of the units we received:
one DOA, another with a monitor DOA, another arrived with no hard
drive, and another arrived with the hard drive unsecured in the
CPU unit where it had rattled around during shipment.
Also, the particular business cited in the article sounded to be
more than just some small business that assembled components but
a company, albeit small, which does custom machines to fit
particular needs.
