I, too, have struggled with getting "good help," but I am also still early on in terms of our group's maturity. We've only been official for three months now.
What I did was to separate memberships. I have a basic, free membership called POLYCARBONATE membership for those who just want the email newsletter that comes out twice a month, and can make an occasional meeting. I also have TITANIUM membership, for which members must either volunteer or pay dues. A [Ti] member has access to the vendor discount codes and gets a free email alias (e.g., email@hidden) and domain alias (e.g., george.mantymug.com). Dues are $12/year.
For now, this seems to be the easiest way to distinguish between those who will and those who won't. It's a paltry amount of cash, but the distinction of benefits helps to "guilt" people into really doing something when they volunteer, or give me at least SOME compensation for mine when I'm left to do what someone else neglected to.
