Our UG is trying several new things this year which have been mentioned by others (raffles, book libraries, etc.) and they have all been successful.
Book libraries: If you want to start a book library, begin by connecting with the major book publishers: O'Reilly, McGraw-Hill Osborne, New Riders. They all have web pages with contact info. specifically for user groups. You'll find a variety of covered topics from these three publishers, from OS X and Unix to publishing and design. Each publisher carries a variety ot titles, but you'll find that they each are trying to meet a niche audience.
The book library for us (since started in January) has been wildly successful. Members feel like they are getting something tangible for their yearly $25 membership fee, and all that is required is a book review written by one of the members. BTW, the publishers could care less what you do with the book once you are finished (provided that you provide them with a link to the book review). So UGs could give a book away to a member who wrote the most reviews, for example. Another way of providing "benefit" to those members who go the extra mile.
Assign a "committee" to head up the library project and this may help members conceive of the project as something official and important. Give members a responsibility and they will most likely carry through.
In my experience, giving members something tangible and concrete can make them feel like the entire UG experience is something worthwhile, and consequently, worth their effort to make it even better.
