I don't understand how the "Multiple-Users Control Panel"
can hide the Finder and present only icons for programs
like the older "At Ease" did.

Have you ever used the multiple-Users option in Mac OS 9?
if not and have a OS 9 mac lying around...go turn it on.
Once multiple users is on, it'll ask you to add users for the machine
(this will look strikingly like At Ease - because the Multiple Users
interface was lifted directly from At Ease)
Add a User.
Now you get choices as to what limitations to access you want to give
the user.
No limitation - is just like normal login
The other two options are with Some Limitations (restrict finder
access, limit applications used etc) or Full restriction - This user
will only see a screen of icons of the Applications they are able to
use (ala At Ease)
Add another user...oh, and don't forget to password protect the ADMIN
(you) user...
Go on - Play with it. Its just what you are looking for. You can create
a kiosk view easily too.
When I'm onsite at DISD classrooms I show the instructors how to set
this sort of thing up.
We discuss whether they would like to create a set-up by user; or a
setup by grade; or a setup by subject to be taught.
Then we add users, select restriction level, select usable programs and
test.
Piece -o - cake.
And, it makes an excellent transition for moving to an OS X Classroom
environment.
