What you need to do is to download actions, which are Automator modules for
the application in question, neither Excel nor Pages ship with them. While
you *can* extend automator actions, that's a bit of programming to do it, so
in general, no, you can't easily make Automator do anything other than what
the Actions allow for.

Of course, one of the actions is "Run AppleScript", so if the application in question is scriptable, which Excel is, then you can do quite a bit. OK, it won't be a "real" action with its own UI and whatnot, but it's still quite useful.
