It looks like you chose "Service" from the template chooser when you began creating your workflow. Services must be saved in specific locations to work correctly. If you want to create a regular workflow document or application, you should choose "Workflow" or "Application" from the template chooser to start your workflow. Then you will be able to save it wherever you choose.
