In Snow Leopard, save options are based on the type of workflow you choose when first creating the workflow. So, if you want to build an application, you choose "Application" in the initial template selection window when you create a new workflow. "Workflows" and "Applications" can then be saved anywhere. Other types of workflows must be saved into a specific location to work. Automator handles this automatically, hence you don't have the ability to change the save location. For example, in your screenshot, you've created a "Service" workflow. When you save it, Automator automatically puts it where it needs to go, so you don't have to... into the ~/Library/ Services folder in this case.
