Hi,

Folder actions are saved in the User's Library folder, then go to Workflows/Applications/Folder Actions. (This is where Automator automatically takes you if you want to open an existing folder action.)

The answer to (1) is, I believe, that  they have to be there to work.

(2) To copy it to another computer, drag it from you own folder across the network, email it, put it on a memory stick… and drop it into the same folder on the other machine. Can't confirm that - only have one machine - but it's worth a try.
