Having done a bit more research into this issue, I see why this works
for me but not for you. Sorry for the unhelpful post.
The workaround provided later in this thread should get your workflow
working for now.

I was wondering if I could get any thoughts...
That is the error I see when there are no people with birthdays
found (e.g. I have the Find People with Birthdays action configured
for Today, but no one in my Address Book has a birthday today), so
the first action doesn't return any results. If it does find
people with birthdays, this workflow works fine for me. You can
also click the Results button at the bottom of the Find People with
Birthdays action to see exactly which Address Book records it is
finding and passing to the Send Birthday Greetings action.
