URL parameters with "Download URLs" action

I'm having no success getting the "Download URLs" action to include the URL parameters when it retrieves the page to download. It downloads the page which appears when no URL parameters are specified.

The "Display Webpages" action has no problem including the URL parameters.

Is this my problem or a problem with the action?
