It's distributed with the OS, 2.1.1 was for Snow Leopard, Lion currently has 2.2.4. So how did you manage to drag an old version around like that?
What do you mean when you try to open a new file??? When you start Automator, it presents a dialog asking you to choose a template. What do you mean when you try to open a "sample" template nothing happens? When you select a template after launching, you then start setting up your script.
You're going to need to be a *lot* more specific about what is happening, and about what you're trying to do.
