In Tiger, Incoming serial ports can be created through the new "Add
Serial Port Service" option in the "Sharing" tab in the Bluetooth
preference panel.

I just went through the Tiger upgrade process. I still had to
import the Bluetooth Serial Utility from a backed up Panther
installation because I was unable to figure out how to create an
incoming serial connection otherwise. The "Edit Serial Ports"
function seems to only allow the creation of outgoing serial
ports. Fortunately, the old Bluetooth Serial Utility still works.

I do not understand your question.
I'm informed that Tiger does not have the Bluetooth Serial
Utility for
defining serial ports that are not created properly during the
pairing
process.

Unfortunately there is no way to access non-"Serial Port" based
profiles as
it was before.
This is something that happens quite frequently with some phones
(e.g. iPAQ
6315, XDA II, some Siemens & Moto models)
What are the problems exactly?
Are the profiles incorrectly flagged or are the users pairing many
phones?
The Mac OS X Bluetooth-modem port uses the Dial-Up networking
profile of the
last paired device. A terrible solution (same for Apple Address
Book) which
was much better back in Mac OS X v10.1 with the Bluetooth Preview
release.
Users do not understand this.
