There is a way to use multiple USB Bluetooth dongles on OS X.

Yes, one at a time.
Am I missing something here ?
Are you using an Apple module or a third-party adapter? Which brand and
model? There is no SCO (Audio) connection around, I guess.
Are the other devices connected to each other or with other devices?
Have you checked the master/slave states? Perhaps one of the devices
requests being a master. Although, I am not sure how you check that in the
Apple Bluetooth API. You will have to check the Bluetooth Packet Logger of
Apple - this gives the information your are looking for - or buy a real
hardware Bluetooth on-air logger.
