As far as I know, IOBluetoothLocalDeviceGetPowerState() checks the
HCIControllerPowerIsOn property of the IOBluetoothHCIController in the
IORegistry. I suppose you could check it manually using
IORegistryEntryCreateCFProperties if you need to.
