Bluetooth 4.0 (and LE) compatibility question

I have read that Bluetooth 4.0 is backward compatible to all protocol versions. (1)

Do I understand it that an iOS based device with Bluetooth 4.0 (LE) can communicate with an Bluetooth 2.1 based device? Does that device need to be MFI compliant?
