Well, it's sort of true. Bluetooth Classic in 4.0 is backwards compatible with previous versions of Bluetooth. However, we also have Bluetooth Low Energy in 4.0 which is not backwards compatible with previous versions of Bluetooth. Bluetooth 4.0 is actually two separate radios - one for Classic and one for LE.
