Hi David,
Those parameters are set by iOS and can not be changed by the app. Please note that the parameters dynamically change depending on if the app is in the foreground or background and for long the user has been waiting.
The numbers you mentioned sounds a bit too high for the case when both apps are in the foreground and the screen is on. What were the conditions when you measured these numbers?
