We have seen BT 4.0 adapters coming out that use a vendor specific USB device class instead of a wireless controller, so the OS does not know what to do with these devices.  We have worked around a couple of these devices in Mountain Lion by making them match by PID/VID.  If you have access to the seed, please let us know if they are already recognized by the system.

The iOS simulator is a separate product, so it's worth writing up a bug to make sure that support is added there as well.
