Rick,
Just to confirm the steps in the ios code:
1. Init the cbcentralmanager
2. Confirm that you get a poweredon message in the disupdatestate delegate
3. Start scanning for peripherals
4. Retain the peripheral that you want to connect to by assigning it to a property for example.
5. Initiate connection to the peripheral.
If this is the same for you, try to use a sniffer (ti packet sniffer for ble costs 50 $) to reveal what's being sent over the air.
