In the MFi FAQ (http://mfi.apple.com/faqs) there is a section that explains
that it may be allowed in your case that your client shares restricted
information with you:

My company is an engineering design firm/contractor that intends to develop MFi accessories for a client. Do I need to join the program?

No. MFi Licensees are permitted to share the MFi technical specifications with design firms/contractors on a need-to-know basis under NDA. Therefore, it may be more appropriate for your client to join the Program instead.
