Third party usage means it's for things that aren't iOS devices, like smart watches for example. 

ANCS is documented and you can access it without joining MFI for example. The only thing special about it seems to be that CoreBluetooth on iOS prevents apps from discovering or accessing the service. so you need a non-iOS client.  iOS apps can't access ANCS.

we (ticatag.com) have developed a iBeacon dongle and we would like to ad other features provided by this new notification profile...

No. ANCS is intended for third party usage only - iOS devices cannot see/access it.
