Can you please detail what you mean by "third party usage only"...

Do we need to register to a specific program to use this feature ?
we (ticatag.com) have developed a iBeacon dongle and we would like to ad other features provided by this new notification profile...
Can you please provide more information for this integration ?

No. ANCS is intended for third party usage only - iOS devices cannot see/access it.
