I think on iOS 7, discoveries peripheral identifier for device will be same across all iOS devices.

No. The UUID on the API is always a random value and as such it has no correlation to the peers address.  You may use a service UUID scheme to identify without connection. Similar to what beacons do.

I'm wondering if I set the TxAdd of a BLE device's advertisement packet to 1, which make this device advertise its public address not random address, can I get the same peripheral UUID across different iOS devices?

I want to identify this device, as there's no public API for obtaining the bluetooth address, I want to know if I can identify a BLE device by this way.
