You made me curious so I just tried it. Two iphone 4s' discovering the same peripheral -> different UUIDs in BLExplorer. I may be missing something so I'd be happy if you tried it too.

On the other hand this would invalidate the privacy concerns why the random UUIDs were introduced so I'd be suspicious about such a finding if it happened without any previous announcement.

I think on iOS 7, discoveries peripheral identifier for device will be same across all iOS devices.

No. The UUID on the API is always a random value and as such it has no correlation to the peers address.  You may use a service UUID scheme to identify without connection. Similar to what beacons do.
