Flavio,
As you correctly noted, since duplicate filtering cannot be disabled while scanning in the background, connectionless RSSI monitoring is not possible.
If there is something you're trying to do that isn't possible with the current incarnation of CoreBluetooth, let us know. Feel free to file a bug report detailing exactly what it is you're trying to accomplish and what you would need to do so.

I'm searching for a way that works also in background, so from what I see the option that "allow duplicates keys" (CBCentralManagerScanOptionAllowDuplicatesKey) is ignored when the app goes in background.
