the overflow area is proprietary and, therefore, not standardized. this means that there's no "correct" or "incorrect" implementation. documentation also clearly states that the data that resides in the overflow area is best effort

The periheral puts the advertised services in the "mysterious" overflow area that is practically inaccessible for any device. As centrals can scan only for peripherals with specific services, they will never report a peripheral without services.
Either the overflow area is not implemented correctly or I misunderstand something but theoretically iOS devices should be able to request for that area too; however, there haven't been any reports that confirmed this. In contrary, everyone reported failure.
Maybe Apple engineers can shed some light on how it is supposed to work.
