From my little experience with the Bug Reporting, I suspect that the “did the last update fix it” is n automated mechanism. After all, there might be cases where an update fixes something else although it wasn’t immediately clear that it was related.
During the iOS 7 Betas, I’ve reported that the HID driver chokes when sending larger amounts of text (e.g. a view hundred characters when simulating a paste from our Type2Phone Mac AppStore app. While one or two updates reduced the loss rate, it wasn’t fixed. In the end, we had to settle for slowing input down to 10 characters/second to not get weird behavior on an iPhone 4. I’m still wondering why they weren’t able to fix it and process a burst of few hundred characters as it worked flawless on older iOS versions before.

As a side note, you can use location services to work around this limitation for now.

Today I got an update asking if it's now working in the latest beta.
I haven't updated my device to the beta yet (and might not) so was wondering if anyone else could check and see if restoration now works after reboot?
It would be great of it did. Could open a lot more possibilities.
