Yeah. To make sure, I tested before posting that answer. Unfortunately, still this is the case. To be honest, I don’t expect this to change either. 
I guess Apple is trying to make sure that the user on at least on side of the connection is aware that a connection is being made.

That would explain a lot since I'm not having much luck getting backgrounded iphones acting as both centrals and peripherals to detect each other.
