No you cannot sniff the scanning parameters. Unfortunately, there is also no official way to get access to the packet logs on iOS. (There is a Bluetooth debug profile but I was disappointed after I only got a bit more debug output).
If you have access to an iOS device with a Jailbreak, you can install the Bluetooth Companion package from Cydia. It adds a PacketLogger toggle to the Bluetooth settings and you can then get the log at /tmp/BTServer.pkgl via SSH. Looking at such log, I was quick to get the scan parameter (or would be able to debug other problems as well).
